On Tuesday 18 April 2023 and today, Wednesday 19 April 2023, the United Nations Interregional Crime and Justice Research Institute arranged a study mission to the Criminal Assets Bureau in Dublin. Approximately forty delegates from Armenia, Georgia, Moldova, Ukraine, Azerbaijan and Libya participated.
The theme of the study mission was “Civil Confiscation and Unexplained Wealth Orders: Modern Modalities to Seize and Confiscate Illicitly Acquired Assets”.
Proceedings were opened by the Chief Bureau Officer, Michael Gubbins and a series of speakers attached to the Criminal Assets Bureau provided an overview of CAB and its history. The legislation underpinning CAB was outlined by the Bureau Legal Officer, Kevin McMeel and the practical application of the non-conviction based asset forfeiture model employed by the Bureau.
Presentations were also given on the subject of Unexplained Wealth Orders by Ms Anthea Brookes of the National Crime Agency, United Kingdom.
